Embargo Period

Reconstruction

A process in which the top layer of existing asphalt is milled away (ground up and removed) and a new layer of asphalt is applied.

Roadway

That portion of a street designed, improved or ordinarily used for vehicular travel, exclusive of the shoulder and slope. [*]
